Why keno's edge varies so much

Slots, blackjack, and roulette have edges pinned by rules that rarely move. Keno's rules are identical everywhere, 20 balls from 80, but the paytable is the venue's to write, and that freedom is where the whole range lives. A lounge paying 42x on a solid 3-spot and a machine paying 46x on the same catch are different games in the only way that matters financially. The edge is per wager, so the speed of play multiplies it into an hourly cost. A live lounge running six draws an hour at a dollar with a 25% edge averages about a dollar and a half per hour. A video keno machine resolving a draw every five seconds at a quarter, even at a friendlier 8% edge, averages over fourteen dollars per hour.
